Blue, shiny 'false' pleated. We call the pleats 'false' because they are not really closed and uneven in width. Very nice for skirts of course! Easy to make as a frown with elastic on it. You can simply cut the bottom and do not fray. 

How much do you need? That depends on the length you want. The fabric is about 140cm wide, so for a long skirt (over 70cm in length) measure your circumference at the hips. If you want a midi skirt, you can cut the fabric in half in the middle, one half is your front piece and the other half is the back piece. You then have a maximum length of about 70cm. For the amount you take your hip circumference and divide it by 2.
